Oregon's drug decriminalization law is being halted for a period of 'total chaos' ...

Under a voter-approved measure, Oregon has yet to allocate over $300 million in tax funds to treat and recovery situations related to substance abuse.

So far no single new treatment bed has been approved to decriminalize possession of small amounts of heroin and other street drugs and establish a system for the treatment of those who have addiction.
