BERLIN, Dec. 22 - Tesla and the relevant authorities submitted all the documents necessary for the approval of its planned factory near Berlin, the environment ministry of the Brandenburg state said on Wednesday.
The bill negotiations are still under way, says the minister.
It is unlikely that Tesla could be made to comment immediately.
Due to environmental resistance and red tape, it remains unclear when first vehicles will roll off the product line at the site. In fact, the Premier dietmar Woidke said that a decision would probably come in early 2022.
Tesla has repeatedly had to push back the scheduled opening of the factory, and Chief Executive Elon Musk regularly traveled to Germany to check the plant's progress, criticising the German bureaucracy for slowing construction.
The construction plans had to have re-usual public consultation which ended on Nov. 22.
The answer to all objections raised in the consultation is a prerequisite for a final building permit.
Tesla is currently only working on the factory with preliminary construction permits.
