Genesee County announces new responsibilities and a $29K salary increase for its top administrator, Gene See County

GENEE COUNTY, MI -- The county's administrator of administration may be taking over the role of community corrections director as well, an arrangement that would increase his pay by $29,000 annually.

The county Board of Commissioners gave initial approval to the plan by passing a broader resolution to accept remuneration from the state Department of Corrections for its Office of Community Correction on Wednesday, Oct. 20.

The vote in committee was 6-2 on Wednesday. Commissioner Mark Young, D-Grand Blanc, was not present for the vote.

The Genesee County Sheriffs Department union representing captains and lieutenants, headed by Meredith Davis of Flushing Township and Shaun Shumaker of Fenton Township, voted against accepting the $492,470 grant spending plan, calling the additional pay for Director of Administration Josh Freeman a slap in the face to every union employee in this county.

Three unions representing Sheriffs Department workers are in negotiations for new contracts with the county, and Sheriff Chris Swanson last week urged commissioners to be fair with employees during contract negotiations.

The additional payment to Freeman sends the wrong message to workers in a city founded on the principle of organized labor, according to Todd Lanning, president of the captains and lieutenants union.

We have asked for nothing but fairness during negotiations, Lanning said of the contract negotiations.

Freeman, who was named director of administration in 2020 after serving as board coordinator, will earn a total salary of $125,000 annually if the grant gets final approval from the commissioners next week.

Shumaker said he couldnt support the grant acceptance because it includes a lot of money for Freeman.

We permit the administration to dictate what we pay them and the tasks they take on, Shumaker said. I find it revolting. I think that is hid. I think its a shameful act.

Other commissioners claim that by having Freeman take on the duties of community corrections, they will save money by not having to hire a separate administrator for the program.

The Community Corrections Office develops the state Department of Correction's prisoner re-entry program here, as well as preparing county jail reimbursement statements to MDOC.
