CyberGhost and Surfshark, among the lowest-cost options for a virtual private network, both offer razor-thin prices for their security solutions. But when it comes to fast connection times, streaming site access, and overall web traffic privacy, the two VPNs stand in stark contrast.
Surfshark, which is new to the market, continues its aggressive race to become the top VPN contender, outpacing CyberGhost in security, speed, and features.

In previous CNET coverage of virtual private networks, we've praised CyberGhost for its variety of competitive features. Our in-depth review of CyberGhost included speed testing, security verification, and an analysis of its entire suite of privacy tools -- although we found that it exposed your VPN usage to your internet service provider. Since then, the VPN provider has expanded its number of servers and is ready to introduce a new suite of privacy tools, while remaining one of the cheapest VPNs we've reviewed -- at $2.25 per month for nex two years.
However, as we've bolstered our approach to VPN reviews in recent years, CyberGhost has raised some red flags. Its parent company's long history merits skepticism, its website and app trackers are more numerous than necessary, and its ad-blocker employs an untrustworthy method of traffic manipulation that no VPN should even contemplate. Not to mention its previous issue of letting your internet service provider see that you were using it, which may put you in trouble in countries where VPNs are outlawed. While its low price made it worth considering if you needed to update the look of your location online, it won't give you the highest level of protection.
Running CyberGhost caused a loss of nearly 49% of average internet speed, outperforming competitor Norton Secure VPN's speed loss by 57%. It doesn't quite match Surfshark and ExpressVPN, which lost just 27% and 2% speed in our tests, respectively. However, performance improvements following the addition of more servers to CyberGhost's fleet over the past year suggest that the company may be in the midst of a prolonged speed increase.
No IP address, DNS, or other potentially user-identifying data leaks were detected during our testing, but CyberGhost did not conceal the fact that I was using a VPN, so I'd advise some caution here. In March 2019, a CNET reviewer found that CyberGhost failed one of our data leak tests, which allowed internet traffic to be seen by an internet service provider.
While CyberGhost's speeds and security protocols are improving, I wouldn't recommend using the VPN service if you are in a country where VPNs are illegal. I'd also recommend that anyone in the US read CyberGhost's parent company, Kape Technologies, before deciding whether to pay for a subscription.
CyberGhost's best offer right now is $2.25 per month, or $59, for a two-year plan with seven simultaneous connections, which is surprisingly affordable for the budget-conscious. Surfshark isn't the fastest when it comes to connection speed and security features.

Right now, the VPN provider is offering an 81% discount, bringing the monthly cost to $2.49 for a two-year plan ($60, charged every two years). Surfshark also offers unlimited simultaneous connections, compared to CyberGhost's seven-device limit.
