Dolphin requires licensed copies of the games. According to the Steam disclaimer, "This app does not come with games." You must have an original copy of any game you wish to use with Dolphin, according to the emulator's description.

Dolphin will also enable access to community mods. It's possible that the emulator will be compatible with Steam Deck, which might add to the game's authenticity.
