In the event of delay, the aim of the system is to make it more difficult to own and drive a car. Here's how it is suggested to do it:

Disabling non-essential features like cruise control, power windows, and an entertainment system. Having a jarring experience while the driver is in the car. Locking the doors, making it impossible to use the vehicle (but only on weekends and unless there is an emergency).

Ford has yet to reveal whether or not it would install such a system on its vehicles.
