This arena is located near Hogwarts at the stone bridge that leads to Hogsmeade, in the Forbidden Forest. After your short shopping spree has finished within Hogsmeade, you will be able to enter this area.
The "Forbidden Forest" quick travel point allows you to return to this area as quickly as Professor Frigg calls you to discuss a mysterious case. You will be permitted to roam freely in the open world once back in the Common Room.
